Connaught Bridge Power Station EIA, Malaysia

Client : Tenaga Nasional Bhd (TNB)

Discipline : Enviromental Impact Assessment

In order to provide back-up fuel supply to the open-cycle and combined gas turbines, TNB proposed to install 2 x 16,000 ton distillate fuel oil tanks to provide 14 days supply in the event of an interruption to the supply of gas. Because the fuel storage exceeded 60,000 barrels within 3 km of a residential area, an EIA and the approval of DOE was mandatory.

Development of Malaysian EIA Procedures and Guidelines

EIA procedures were gazetted in Malaysia in 1987 as a statutory requirement to ensure that development projects meet sustainability criteria. The generalised EIA guidelines have, however, proved inadequate in controlling impacts, as exemplified by the high rate of EIA rejections by, or re-submittals made to, the controlling authority, Department of Environment (DOE). Thus, Asian Development Bank funded a TA to prepare detailed EIA guidelines for four key sectors, viz water supply; fisheries; irrigation and drainage; and power generation and transmission.

Komarindi Hydropower EIA, Solomon Islands

Client : Solomon Islands Electricity Authority.

Discipline : Enviromental Impact Assessment

Environmental Impact Assessment (EIA) studies have been undertaken as an integral part of feasibility and design work on the 8 MW Komarindi run-of-river hydroelectric power project. The EIA studies involved wide consultation, supplemented by fieldwork in key specialist disciplines. Mitigating measures were formulated to minimise potential environmental impacts. The need to preserve the catchment in its natural state was fundamental in maintaining the hydro water resource, and was a key aspect of the study. A Protected Area Management Plan (PAMP) was also being formulated for the client by SPREP with assistance from Tonkin & Taylor International.

Lihir Gold Mine EIA Review, Papua New Guinea

Client : PNG Department of Environment and Conservation (DEC)

Discipline : Enviromental Impact Assessment

The DEC engaged Tonkin & Taylor International to undertake an Environmental Impact Assessment (EIA) for a major open-cast goldmine operation on Lihir Island. The development involved the discharge of waste rock and wastewater to the sea. Tonkin & Taylor International provided an assessment of the potential marine effects, water quality impacts and provided sediment discharge mitigation options for the proposed Environmental Managment Plan.

Sabah Hydropower Options EIA, Malaysia

Environmental impact assessment formed an integral part of feasibility studies of 5 hydropower schemes throughout Sabah. Scheme sizes range from 15 to 80 MW and most are located in catchments which are being actively logged.

Sabah Rural Water Supply EIA

There is presently no treated water supply available in the rural areas of Tenghilan and Kemabong, which results in attendant health problems, particularly cholera, typhoid, dysentery and acute gastroenteritis.

Sabah Sarawak Mini-Hydropower EIA, Malaysia

Discipline : Enviromental Impact Assessment

The Government of Malaysia has given priority to rural electrification in its 5-year plan, and 8 mini hydroelectric power schemes were evaluated.
Environmental impact assessment was an integral part of the feasibility studies. All schemes are runof- river and capacities typically range from 100 kW to 3000 kW.

Sectoral EIA Guidelines (Highways), Malaysia

Client : IBRD/Ministry of Works (Public Works Dept)

Discipline : Enviromental Impact Assessment

The Department of Public Works (JKR), in cooperation with the Department of Environment (DOE), Ministry of Science, Technology and the Environment (MSTE), sought to establish procedures for conducting environmental impact studies relating to road construction and maintenance works. Under the project, JKR engaged T&TI to set up an environmental unit, train staff and to provide advice in determining procedures and methodologies for field investigations and analyses to determine the environmental effects of road construction and maintenance.

Sultan Salahuddin Abdul Aziz Power Station EIA, Malaysia

Client : Tenaga Nasional Bhd (TNB)

Discipline : Enviromental Impact Assessment

TNB proposed to install an additional 800 MW at the existing 1200 MW tri-fuel (coal, oil and gas) SSAA Power Station. Approval from the Director General of the Department of the Environment was required, and hence TNB commissioned Tonkin & Taylor International to carry out an EIA for the expansion project.

Utwa - Walung Conservation Area, Kosrae, Federated States of Micronesia

(SPREP).

Discipline : Enviromental Impact Assessment

The Utwa-Walung Conservation Area (UWCA) is a community-based conservation initiative supported by SPREP. The conservation area includes marine, reef, estuarine, lagoon and mangrove forest ecosystems. The UWCA provides examples of healthy hard coral, as well as some of Micronesia’s most pristine forests and extensive mangrove ecosystems. Tonkin & Taylor International was engaged to carry out an Environmental Impact (EIA) Assessment for a tourist complex proposal located on the boundary of the conservation area.
